Private roads and lanes, built from the base up

SIA Paving does private road paving for roads that their owners pay for and keep up. That covers a lane several homes share and a subdivision street that a homeowners association or a developer owns. We pave them in hot-mix asphalt over a graded, compacted stone base. Private roads are one part of our asphalt paving work around Sellersburg.

Every road starts with a visit. We check the base under the road and where the water goes, then put the quote in writing. We work about 45 miles around our Sellersburg shop, in the towns across our service area. Call or text (812) 913-8411 to set one up.

What We Handle

  • Private roads and shared lanes paved in hot-mix asphalt
  • Subdivision streets paved on a compacted stone base
  • Base prep: grading and compaction before the asphalt goes down
  • A crowned surface graded so water runs off to the edges
  • Gravel lanes paved in asphalt after the base is regraded
  • Resurfacing of an existing private road, milled first where the edges need it
  • A written quote after we look at the road

Asphalt Road Construction Starts With the Base

A paved road is only as strong as the ground under it. A state asphalt pavement association's guide says the subgrade should be graded smooth and cleared of organic material. Weak spots should be dug out and replaced with sound material. Indiana law asks for at least two full working days of notice to Indiana 811 before that digging starts.

Then the crushed stone base is spread to line and grade and compacted. Our grading sets a crown in the road, so water runs off to the edges. INDOT's design manual calls for a paved lane crowned at a 2 percent slope to each side. The manual says that slope moves water off quickly and cuts down on ponding.

With the base set, our pavers lay the hot-mix asphalt, and it is compacted while it is still hot. Rain cools the mix and makes compaction harder, so a state asphalt association says to avoid cold, rainy days. The state road specifications also set minimum air and surface temperatures for hot-mix, and thin layers need warmer days. They bar placing mix on a frozen subgrade, too.

What Makes a Private Road Last in Southern Indiana?

Water is hard on a paved road. INDOT explains that water seeps into cracks, then freezes and expands. When the ice melts, it leaves gaps, and traffic breaks up the weakened asphalt. NOAA climate normals for Scottsburg count about 90 days a year that swing across the freezing mark.

The soil adds to it. The USDA soil survey rates the silt loam soils around Sellersburg very limited for local roads and streets. The reasons it lists include frost action and low strength. So a road here depends on its compacted stone base and on keeping water out.

Weight matters too. A street that carries garbage trucks and building traffic needs a heavier build than a home's asphalt driveway. In unincorporated Clark County, a private road serving more than six homes must meet the county's residential road standard. That means a 9-inch stone base under 3 inches of binder and a 1.5-inch surface.

Road Paving on an Old Private Road

An old private road with a sound base can take a new layer of asphalt on top. That job is asphalt resurfacing. A state asphalt association's guide says weak spots and large cracks need repair before an overlay.

Where the edges have crumbled or new asphalt would sit too high, the old surface comes off first. We mill with skid steer planers, and a large milling machine comes in for big jobs. Milling the old asphalt lets the new surface tie in level where driveways meet the road.

An engineering reference calls alligator cracking, a web of connected cracks, a sign of structural failure. New asphalt on top cannot fix a failed base. The old asphalt comes up and the base is rebuilt before new paving. We look at the road first and tell you which job it needs.

FAQ

Private Roads Questions, Answered

Common questions about private roads around Sellersburg and the nearby towns of Southern Indiana. If yours is not here, call or text and ask.

Call (812) 913-8411

How much does private road paving cost?
The price depends on the road's length and width and the shape of the base under it. How much grading the road needs, and whether old asphalt has to be milled first, both move the price. A road that has to meet a county standard also carries that standard's thickness. We look at the road and put the quote in writing.
Can you pave our gravel lane?
Yes, a gravel lane can be paved in hot-mix asphalt once its base is ready. INDOT's design manual calls for a 6 percent cross slope on a gravel road, 2 percent on a paved one. So the lane is regraded to a flatter crown before it is paved. Soft spots in the old stone need fixing first, too.
Do you install tar and chip instead of asphalt?
No. Tar and chip is a different surface, and we do not install it. Our private road paving is hot-mix asphalt on a graded, compacted stone base.
Who maintains a private road after it is paved?
The owners do. In unincorporated Clark County, the county's development ordinance puts upkeep on the developer or the property owners. It also calls for a written, recorded road maintenance agreement among the parcels that use the road. Other counties write their own rules, so ask the local planning office.
Do we need a permit to pave a private road?
In Clark County, building a street or driveway connection to a county road takes a county highway permit. A new entrance onto a state highway needs an INDOT driveway permit. A new road that disturbs an acre or more of ground also needs state stormwater permit coverage. The county or town offices answer the rest for your road, and we point you there.
How soon can traffic use a new asphalt road?
A state asphalt association says new asphalt can be driven on soon after it is placed. The same guide says a few days' wait before opening is best, and heavy trucks should stay off. The subdivision standards in Sellersburg and Clark County hold the final surface until 80 percent of the homes are built.
