Asphalt Paving, Resurfacing and Sealcoating in Seymour

Seymour is mostly flat, and much of the city sits on sandy ground with a high water table. In the USDA soil survey, about half the city is mapped to two wet soils, Ayrshire and Lyles. From January through March, the water table in both can sit within 6 inches of the surface. If your driveway holds puddles or goes soft each spring, that wet ground is often the reason.

SIA Paving is an asphalt paving contractor for homes and businesses, and Seymour is part of our service area. The city sits near the north edge of that area, about 44 road miles from our shop in Sellersburg. Our asphalt paving in Seymour covers driveways and parking lots, and we pave private roads too. Call or text (812) 913-8411, and we look at the job and put the quote in writing.

What is the ground like under a Seymour driveway?

The USDA soil survey for Jackson County maps sandy rises across Seymour as dunes. The Bloomfield and Alvin soils on those rises drain well. Between them sit low flats of Ayrshire and Lyles soil, with a high water table in winter and early spring.

The survey rates the Ayrshire and Lyles soils as very limited for local roads and streets. Its reasons include a shallow saturated zone and frost action. Frost action is wet soil heaving as it freezes, then losing strength as it thaws. A driveway or lot laid on that ground takes that stress every winter.

That is why the base and the grade come first on a Seymour job. We grade the surface so water runs off it, then build and compact a crushed stone base. The hot-mix asphalt goes down on top of that base.

Driveways for older homes and new lots in Seymour

Seymour counted 21,569 people in the 2020 Census. Census estimates put the city at about 9,000 homes, and more than half were built before 1980. About one in seven went up before 1940, and six in ten are detached single-family houses.

The city is still adding houses. Census building permit data shows Seymour issued permits for 51 new single-family homes in 2024 and 41 in 2025. The city asks anyone adding a new driveway to submit plans for approval first.

Our asphalt driveway paving covers new drives and gravel drives converted to asphalt, with the base work under both. An older drive that has settled may need a new base under the new asphalt. We look at the drive and tell you what it needs.

Parking lots along Tipton Street and at Freeman Field

Seymour sits on I-65, and US 50 runs through the city as Tipton Street. US 31 and State Roads 11 and 258 serve the city too, and two rail lines cross in town. Freeman Field, a World War II training airfield, went to the city after the war. Today it is the city airport and an industrial park, and the city lists 26 businesses there.

We do parking lot paving for churches and businesses, and we stripe the lots we pave. When an old lot has a sound base, we can mill the worn top and lay new asphalt over it.

Seymour's planning office notes a city stormwater fee on a property's impervious area. New pavement adds impervious area, so ask the city how a bigger lot changes that fee. Under state rules, a project that disturbs an acre or more of ground needs state stormwater permit coverage.

Who answers driveway permit questions in Seymour?

Inside the city and its two-mile fringe, the Seymour Planning and Zoning office issues building permits. Its permit page says permits are given to replace an existing driveway. A curb cut needs its own permit, and a new driveway starts with plans submitted for approval. Past the fringe, the Jackson County Planning and Zoning office in Brownstown serves the unincorporated county.

A driveway onto a state road needs an INDOT permit, and INDOT takes those applications online. INDOT's Seymour District, which covers 20 southeast Indiana counties, has its office in Seymour. Before any digging or grading, Indiana law asks for at least two full working days' notice to Indiana 811. The office that issues a permit answers the fine print, and we point you there.

Seymour FAQ

Questions We Hear Around Seymour

A few of the questions we hear most around Seymour. If yours is not here, call or text and ask.

Call (812) 913-8411

Is Seymour part of your service area?
Yes. Seymour sits near the north edge of our service area, about 44 road miles from our shop in Sellersburg. Brownstown and North Vernon are part of our service area too. Call or text (812) 913-8411 with the address and the work you have in mind.
What does asphalt paving cost in Seymour?
The price follows the size of the area and the base work it needs. Removing old asphalt or gravel adds to the job, and so does a hard-to-reach site. On Seymour's wetter, low spots, the base and the grade can take a bigger share of the work. That is why we look at the job first and put the quote in writing.
Can you pave over my old driveway or parking lot?
Often, if the base under it is still sound. Asphalt resurfacing lays new hot-mix asphalt over the old surface. Where the edges or the grade need it, we mill first. Where the old asphalt has broken up or the base has gone soft, a full repave is the fix.
Do you pave long gravel lanes outside Seymour?
Yes, inside our service area. Private road paving covers lanes and private roads, with base prep and grading before the asphalt goes down. Past the city's two-mile fringe, the Jackson County Planning and Zoning office answers permit questions. Where a lane meets a state road, the INDOT permit covers the entrance and any drainage pipe under it.
How do I check if my Seymour property is in a flood zone?
Look up the address on FEMA's flood map service center or the Indiana DNR floodplain portal. FEMA maps flood zones inside the city along streams such as Sandy Branch and the Von Fange Ditch. The East Fork White River runs along the north edge of town. The Seymour Planning and Zoning office enforces the floodplain rules, so ask it before paving in a mapped flood zone.
