Asphalt Driveways
We pave new asphalt driveways and turn gravel driveways into asphalt. The ground is graded and the stone base compacted before the hot-mix goes down.

Most of Scottsburg sits on flat to gently sloping silt loam that drains slowly. The USDA soil survey maps a dense layer called a fragipan under much of the city. In wet months, the water table can rise within a foot and a half of the surface. Ground that wet heaves when it freezes, and asphalt on a thin base cracks and settles at the edges.

Four silt loams cover most of the city on the soil survey map: Haubstadt, Dubois, Peoga and Bartle. Peoga covers some of the flattest ground and is rated poorly drained. Dubois and Bartle are rated somewhat poorly drained. Haubstadt drains a little better, though it sits over a fragipan too.
The survey rates all four very limited for local roads and streets. The reasons it gives include high frost action and a wet layer close to the surface. NOAA climate normals for the Scottsburg station show about 114 days a year with a low at or below freezing. On more than 90 of those days, the high climbs back above freezing.
Each freeze lifts wet ground under the asphalt, and each thaw leaves it soft. On this ground, we grade for drainage so water runs off the pavement. Then we compact a crushed stone base before the hot-mix asphalt goes down. Along Honey Run and Tree Creek, the survey maps bottomland that floods.
Permit applications go to the city's Planning and Zoning office. The city's Unified Development Ordinance (UDO), adopted in 2023, says a driveway onto a city street needs a city permit. On a state road, the ordinance puts the Indiana Department of Transportation (INDOT) permit first. In town, that means McClain Avenue, which is State Road 56, and Gardner Street, which is US 31.
INDOT estimates about 20 working days to review a private driveway permit. Its driveway worksheet asks whether a drainage pipe is needed under the entrance. Every driveway in town also has to meet the Scottsburg Drainage Ordinance and the city's culvert standards. The city's permit application asks whether the site sits in a floodplain or floodway.
Paving a lot or parking area larger than 200 square feet takes an improvement location permit. Outside the A-1 agriculture district, the ordinance calls for driveways surfaced with an all-weather material, such as asphalt or concrete. A driveway for a house can be no wider than 20 feet where it meets the right-of-way. The city office has the final word on your lot, and we point you there.
I-65 meets State Road 56 at exit 29, west of downtown. From there, McClain Avenue runs east past Gardner Street to the Courthouse Square. On the 1926 state highway map, the stretch of State Road 56 from Scottsburg to Madison was gravel. The 1932 map shows the road paved from Salem through to Blocher.
Along McClain on either side of the square, many businesses park beside or behind the building. The UDO calls for parking areas surfaced with an all-weather material such as asphalt, with spaces striped and marked. The edges need curbing or wheel stops, so parked cars stay on the pavement. In the downtown historic district and the McClain Avenue overlay, a new or larger lot needs development plan approval.
Resurfacing a lot on the same footprint and layout counts as regular maintenance under the UDO. Expanding it, or changing how traffic moves through it, brings the whole lot up to current standards. Our parking lot paving for churches and businesses starts at the base, and we stripe the lots we pave.
Scottsburg, the Scott County seat, counted 7,345 people in the 2020 Census. By Census estimates, almost half of the city's homes were built between 1970 and 1999. Nearly one in four went up before 1960. West of downtown, homes from the early and middle 1900s sit on small lots.
If your driveway is as old as your house, the top layer may be worn through. When the base under it is still sound, asphalt resurfacing puts new hot-mix asphalt on top. We mill the old surface first where the new layer has to meet a garage floor or the street.
Soft spots and alligator cracking point to a failed base. That driveway needs the old asphalt removed and a new stone base built under fresh pavement. We tell you which one your driveway needs, and the quote says so in writing.
